is a senior military strategist and expert in geopolitics, international negotiations, and maritime security, currently serving as Head of the National Studies Office at the Lebanese Armed Forces – Research and Strategic Studies Center (LAF–RSSC). With nearly three decades of military service, Admiral Basbous has played a leading role in shaping Lebanon’s maritime security posture and strategic research capacity.

He holds a PhD in international Relations from Paris Graduate School and a  Master’s degree in Diplomatic and Strategic Studies from the Centre d’Études Diplomatiques et Stratégiques (CEDS), France, which builds upon a multidisciplinary background that includes a Bachelor’s in Physics from the American University of Beirut (AUB) and an MBA in International Business. He has also earned a Diploma in Strategy and Security Analysis from the American University of Science and Technology (AUST), and has participated in advanced military education, including the Naval Staff College in the United States and the Fouad Chehab Command and Staff College in Lebanon.

Admiral Basbous is internationally recognized for his expertise in maritime boundary negotiations, having served as a key member of the Lebanese delegation during the 2020–2021 maritime border negotiations with Israel in Naqoura. His academic and operational experience converge in his 2023 book, The Truth About the Lebanese Maritime Delimitation, which offers an authoritative account of Lebanon’s legal and geopolitical position in the Eastern Mediterranean.

He holds additional certifications in Maritime Boundary Delimitation (CARIS LOTS), Managing Security Risks in the Oil and Gas Industry (Petroknowledge), and Regional Ocean Governance (University of Malta). He is also a Certified Anti-Corruption Manager (CACM) accredited by the American Anti-Corruption Institute.
