Dr. Mohammad Moussa Issa

 is a prominent legal scholar and practitioner specializing in alternative dispute resolution (ADR), public law, and international relations, with a comprehensive academic background and substantial teaching and consultancy experience across Lebanon’s legal, academic, and military institutions. He holds two doctoral degrees: a PhD in Law from the Islamic University of Lebanon, with a dissertation focused on “Alternative Dispute Resolution in Conflict Resolution (Negotiation, Mediation, Conciliation) – A Comparative Study” (2021), and a PhD in International Relations from Paris Graduate School (PGS), France, which strengthened his capacity to bridge legal systems with geopolitical realities.

Dr. Issa is also a certified Trainer of Trainers (ToT) from the German Development Agency GIZ, a credential that underscores his qualifications in educational leadership, capacity-building, and professional training design. His work as a university lecturer spans a wide range of legal subjects, including constitutional law, administrative law, business and labor law, ADR methods, and international legal frameworks, across institutions such as the Lebanese University, the Islamic University of Lebanon, and the American University of Culture and Education (AUCE).

His academic roles are complemented by strategic and military education responsibilities, where he serves as a lecturer at the Lebanese Army’s Command and Staff College, the Center for Strategic Studies and Research, and the Army’s Mediation and Arbitration Center, delivering expert insights on legal negotiation, institutional governance, and the peaceful resolution of disputes in high-security and defense contexts.

Beyond academia, Dr. Issa has held leadership roles such as Director of Human Resources at the Islamic University of Lebanon and Director of the Scientific Training Institute (IST), where he led educational and legal training initiatives. He has organized and contributed to numerous legal and policy forums, including a landmark conference on “The Sovereignty of Developing States Over Their Economic Resources” in partnership with the Lebanese Army.

He is the author of several legal research articles and opinion pieces, tackling critical topics such as electoral integrity, the legal status of natural resources, and the intersection of law and state sovereignty. His work is published in recognized academic journals and national media outlets.
